Yoxall Neighbourhood Plan has now been “made”

On 17th August 2015, East Staffordshire Borough Council’s Cabinet resolved that the Yoxall Neighbourhood Plan be “made” and it now formally becomes part of the Borough Council’s Development Plan. It will be used to guide planning decisions in Yoxall parish.

Yoxall Neighbourhood Plan gets a “Yes” Vote at Referendum

On Thursday July 23rd voters chose to say “yes” to the Neighbourhood Plan becoming part of the Borough’s Development Plan, to be used in deciding planning applications in the Parish. 95% of those voting said “Yes”  (665 people) voted “Yes” and 5% (34 people) voted “No”. There was a 43.3% turnout, which is excellent, and well above the national average for Neighbourhood Plans. Yoxall Neighbourhood Plan Referendum – Thursday 23rd July 2015

The Yoxall Neighbourhood Plan was independently examined earlier this year and the Examiner recommended that, subject to some modifications, the Plan should proceed to Referendum.  The Borough Council agrees with the Examiner’s report and voted to progress the Plan to Referendum at the Cabinet meeting on 15th June 2015.

Examination

In accordance with section 16 of the Neighbourhood Planning (General) Regulations 2012 East Staffordshire Borough Council invited feedback from organisations and individuals on the Yoxall Neighbourhood Development Plan. The consultation period lasted for 6 weeks and ran from Monday February 16th 2015 –Monday March 30th 2015 at 12 noon.

A draft version of the document underwent consultation in November to December 2014 by Yoxall Parish Council.  Comments made to the Parish Council from this consultation helped inform changes to the document submitted to East Staffordshire Borough Council.  The Neighbourhood Development Plan, written by Yoxall Parish Council and steering group proposes a number of policies on housing, design of new developments, Flood risk and Green infrastructure.

The Neighbourhood Development Plan is split into four main documents:

It is the responsibility of the Borough Council to collate all the representations and pass them on to the independent Examiner, who will look at them and the plan documents when assessing whether the Plan meets the legislation and can therefore proceed to Referendum.

Designation

Yoxall is the 12th neighbourhood area to be designated in East Staffordshire Borough. The relevant body is Yoxall Parish Council where they are already progressed to compiling a Neighbourhood Plan for the area. They are not a front runner but have been given financial support from East Staffordshire Borough Council and the Locality Neighbourhood Planning support scheme to enable the experienced and enthusiastic steering group look at issues and write the plan.

Yoxall Parish became a designated area Neighbourhood Area in accordance with section 7 of the Neighbourhood Planning (General) Regulations 2012.
