In accordance with Regulations 19 and 20 of the Neighbourhood Planning (General) Regulations 2012 the Council hereby inform you that the Uttoxeter Neighbourhood Plan has now been officially made (adopted), so that it becomes part of the Development plan for the neighbourhood area.

Uttoxeter Neighbourhood Plan

Referendum

The Uttoxeter Neighbourhood Plan was independently examined earlier this year and the Examiner recommended that, subject to some modifications, the Plan should proceed to Referendum.  The Borough Council agrees with the examiner’s report and agreed to progress the Plan to Referendum via an executive Decision on 16th November 2016.

The referendum takes place on Thursday 2nd February 2017.  In Uttoxeter the polling stations are: Uttoxeter Town Hall, Heath Community Centre and Tynsel Parkes First School.

If you are eligible to vote in the Uttoxeter Town an Heath wards (the neighbourhood area) you will receive a poll card confirming your polling station for this referendum.  if you do not receive your poll card please contact the helpline on 01283 508376 or email [email protected].  Polling stations are open from 7am to 10pm.

Submission Version of the Uttoxeter Neighbourhood Plan - Consultation

Under Regulation 15 of the Neighbourhood Planning (General) Regulations 2012, Uttoxeter Town Council has submitted its draft Neighbourhood Development Plan (Neighbourhood Plan) to East Staffordshire Borough Council.  In accordance with Regulation 16, the Borough Council would like to invite comments from organisations and individuals on the submitted Neighbourhood Plan.  The consultation period lasts 6 weeks and runs from Friday 12th August to Monday 26th September 2016 at 5pm.

The Neighbourhood Plan, written by a group made up of members from the community and from Uttoxeter Town Council, proposes a number of policies on heritage, the town centre and Local green Spaces, amongst others.

The Neighbourhood Development Plan submission is split into eight main documents:

It is the responsibility of the Borough Council to collate all the representations and pass them on to an independent examiner, who will look at them and the Plan documents when assessing whether the plan meets the legislation and can therefore proceed to referendum.

Regulation 14 (draft plan) consultation

After many months of hard work the Uttoxeter Neighbourhood Plan is now at draft stage and has entered the first period of statutory consultation, running from 15th February to 28th March 2016.  The consultation, run by Uttoxeter Town Council, asks for comments and feedback on the plan from residents, businesses and interested organisations in the town.

Neighbourhood Plan Progress

Over the last six months the Steering Group and Town Council have made considerable progress towards delivering a Neighbourhood Plan for Uttoxeter.

The Steering Group have gathered the community’s views from questionnaires, exhibitions and key meetings with local groups and organisations, and coupled these with detailed research undertaken by their consultants BPUD Limited, to set out the key issues and concerns that have been raised by the community. This has resulted in an Emerging Policies document that will be the subject of further consultation.

The Steering Group will be holding an exhibition at the Makers Market on Saturday 25th July 2015 between 10am and 3pm to showcase the outline policies and to explain how they have converted the feedback from the community into the outline framework for the Neighbourhood Plan. There will be several opportunities to leave your feedback on the day or you can comment online ([email protected]), or by writing to the Town Council until 31st August 2015. It is vitally important that the steering group obtain as many views as possible on the outline policies before embarking on developing a full draft of the plan for consideration.

If you cannot attend the Makers Market consultation, a short document, known as the Emerging policies Document, sets out the outline policies can be downloaded from the Town Council’s website, along with a feedback questionnaire and a FAQs sheet.

The Town council and planning consultants are currently setting up a steering group to take the Neighbourhood Plan forwards and will be consulting key groups in February.  Log on to the Town Council’s website for more details.

The Uttoxeter Neighbourhood Plan launched on Wednesday 6th November. In November and December 2013 a comprehensive questionnaire was sent out to all households and businesses in the Uttoxeter neighbourhood area. The consultation period closed on Friday 13th December 2013. Results are currently being collated and these will help shape the plan as it is written in 2014. Further consultation on specific topics and to focussed groups is planned in the spring and summer 2015.

Designation

Along with ten other parishes in East Staffordshire Uttoxeter was designated a Neighbourhood Area in December 2012 and was also awarded £20,000 of front runner money to assist the parish in writing the plan.
