The Stapenhill Neighbourhood Plan was independently examined earlier this year and the Examiner recommended that, subject to some modifications, the Plan should proceed to Referendum.  The Borough Council agrees with the Examiner’s report and agreed to progress the Plan to Referendum via an Executive Decision on 28^th July 2016.

The referendum takes place on Thursday 15^th September.  In Stapenhill the polling stations are: Immanuel Church and Waterside Community Centre.

Under Regulation 15 of the Neighbourhood Planning (General) Regulations 2012, Stapenhill Parish Council has submitted its draft Neighbourhood Development Plan (Neighbourhood Plan) to East Staffordshire Borough Council.  In accordance with Regulation 16, the Borough Council would like to invite comments from organisations and individuals on the submitted Neighbourhood Plan.  This ‘publicity’ consultation period lasts just over 6 weeks and runs from Tuesday 19^th April 2016 to Friday 3^rd June 2016.

Stapenhill Parish Council undertook consultation on an earlier draft of their Plan, between 17^th October and 28^th November 2015. Comments made to the Parish Council from this consultation helped inform changes to the document now submitted to East Staffordshire Borough Council.  The Neighbourhood Plan, written by a group made up of members from the community and from Stapenhill Parish Council, proposes a number of policies on housing, transport, heritage and open spaces.  

The Neighbourhood Development Plan is split into four main documents:

• Stapenhill Neighbourhood Development Plan
• Basic Conditions Statement
• Consultation Statement
• Strategic Environmental Assessment (SEA) Statement (including Sustainability Appraisal)

It is the responsibility of the Borough Council to collate all the representations and pass them on to an independent examiner, who will look at them and the Plan documents when assessing whether the plan meets the legislation and can therefore proceed to referendum.

Stapenhill Parish is seeking the views of local people on their draft Neighbourhood Plan between 17th October and 28^th November 2015.  Find out more here or email [email protected].

Initial consultation was carried out by the Parish Council in 2013. Currently a steering group of residents, councillors and business community members are progressing the Plan with the aid of a consultant.

Along with ten other parishes in East Staffordshire Outwoods was designated a Neighbourhood Area in December 2012 and was also awarded £20,000 of front runner money to assist the parish in writing the plan.
