In accordance with Regulations 19 and 20 of the Neighbourhood Planning (General) Regulations 2012 the Council hereby inform you that the Rolleston on Dove Neighbourhood Plan has now been officially made (adopted), so that it becomes part of the Development plan for the neighbourhood area.

Referendum (6th May 2021)

The revised Rolleston on Dove Neighbourhood Plan is going to Referendum on Thursday 6th May 2021 at the Rolleston on Dove polling station, which is: Scout HQ, Station Road, Rolleston on Dove, Burton upon Trent, Staffordshire, DE13 9AA

Examination and Referendum - Status update 2020

Under Regulation 17 of the Neighbourhood Planning (General) Regulations 2012, the Rolleston on Dove Neighbourhood Development Plan was submitted for examination. The examination was undertaken in the summer of 2019 by an independent examiner. The examiner’s report which can be found here, concluded that the Rolleston on Dove Neighbourhood Plan meets the basic conditions and recommended to East Staffordshire Borough Council that, subject to modifications, it should proceed to Referendum.

Modifications were made to the Neighbourhood Plan and formally agreed by the Council on 18th February 2020. A formal Decision Statement is available here. An Executive Decision Record (EDR) which was signed on 4th March 2020 was produced to formally agree the appointed Examiner’s changes to the ‘Made’ Rolleston on Dove revised Neighbourhood Plan, and for the plan to proceed to referendum.

The Referendum Version of the Neighbourhood Plan has been agreed and can be viewed here. The referendum on the Neighbourhood Plan was due to take place in May 2020, however due to the Covid-19 Pandemic, this has been deferred. It is hoped that the referendum can take place in 2021. More information on the forthcoming referendum will be provided in due course.

Regulation 16 Consultation

Under Regulation 15 of the Neighbourhood Planning (General) Regulations 2012, Rolleston on Dove Parish Council has submitted its draft Neighbourhood Development Plan (Neighbourhood Plan) to East Staffordshire Borough Council.  In accordance with Regulation 16, the Borough Council would like to invite comments from organisations and individuals on the submitted Neighbourhood Plan.  The consultation period lasts 6 weeks and runs from Friday 15th March 2019 to Wednesday 1st May 2019 at 5pm.

The Neighbourhood Plan, written by a group made up of members from the community proposes a number of policies on design and Local Green Spaces, amongst others.   

The Neighbourhood Development Plan submission is split into the following documents:

It is the responsibility of the Borough Council to collate all the representations and pass them on to an independent examiner, who will look at them and the Plan documents when assessing whether the plan meets the legislation and can therefore proceed to referendum.

Previously submitted Neighbourhood Plan

On 11th December Rolleston Parish Council officially withdrew the previously submitted Neighbourhood Plan. A new Neighbourhood Plan will have to be prepared and submitted in due course.

The Rolleston on Dove NDP was independently examined by a suitably qualified planning professional in October. The Inspector's Report is now available.

Rolleston on Dove Parish Council submitted the following documents:

All representations on the Plan Proposal were submitted to the Council by 5pm on 4th September 2013 and these were then forwarded to the examiner for consideration.

The draft consultation document was held between 11th February and 25th March 2013 and the submission consultation was held between 23rd July to 4th September 2013.

Designation

Along with ten other parishes in East Staffordshire Rolleston on Dove was designated a Neighbourhood Area in December 2012 and was also awarded £20,000 of front runner money to assist the parish in writing the Plan.
