Branston Neighbourhood Plan Update March 2020

On 3rd March 2020, East Staffordshire Borough Council resolved that the Branston Neighbourhood Plan as modified be ‘made’. The modified plan replaces the previous Neighbourhood Plan and it now formally becomes part of the Borough Council’s Development Plan.  It will be used to guide planning decisions in Branston Parish.

Branston Parish Council has decided to update Policy B11 of the Neighbourhood Plan and following a period of consultation between October and December 2018, have submitted the updated plan and associated documents. East Staffordshire Borough Council are now consulting on the updated plan for a period of 6 weeks.

On 17th August 2015, East Staffordshire Borough Council’s Cabinet resolved that the Branston Neighbourhood Plan be “made” and it now formally becomes part of the Borough Council’s Development Plan. It will be used to guide planning decisions in Branston parish.

Branston Neighbourhood Plan gets a “Yes” Vote at Referendum

On Thursday July 23rd voters chose to say “yes” to the Neighbourhood Plan becoming part of the Borough’s Development Plan, to be used in deciding planning applications in the Parish. 80.5% of those voting said “Yes”  (599 people) and 19.5% (145 people) voted “No”.  There was a 13.9% turnout, which was reasonable given the geographical extent of the parish and the difficulties of engaging the considerable urban population of the Parish. Branston Neighbourhood Plan Referendum – Thursday 23rd July 2015

The Branston Neighbourhood Plan was independently examined earlier this year and the Examiner recommended that, subject to some modifications, the Plan should proceed to Referendum.  The Borough Council agrees with the Examiner’s report and voted to progress the Plan to Referendum at the Cabinet meeting on 15th June 2015.

Staffordshire County Council's Preferred Options Feasibility report for the B5017

In accordance with section 16 of the Neighbourhood Planning (General) Regulations 2012 East Staffordshire Borough Council invited feedback from organisations and individuals on the Branston Neighbourhood Development Plan.

A draft version of the document underwent consultation in June to August 2014 by Branston Parish Council. Comments made to the Parish Council from this consultation helped inform changes to the document submitted to East Staffordshire Borough Council.  The Neighbourhood Development Plan, written by Branston Parish Council and working group proposes a number of policies on housing, transport and the environment.

The Neighbourhood Development Plan is split into three main documents:

It is the responsibility of the Borough Council to collate all the representations and pass them on to the independent Examiner, who will look at them and the plan documents when assessing whether the Plan meets the legislation and can therefore proceed to Referendum.

Branston Neighbourhood Plan Submission

The Branston Neighbourhood Plan has now been submitted to East Staffordshire Borough Council. Prior to adoption, the Neighbourhood Plan should be going through the process of referendum during 2015. Further information can be found on the Branston Parish Council website.

Branston Neighbourhood Plan Consultation

Branston Parish Council have published their Draft Neighbourhood Plan for consultation. The consultation period ran for 6 weeks from Monday 16th June to Monday 28th July 2014.

Designation

Along with ten other parishes in East Staffordshire, Branston was designated a Neighbourhood Area in December 2012 and was also awarded £20,000 of front runner money to assist the parish in writing the plan.
