The empty home premium applies to the property and therefore will remain following a change of ownership. The premium will only cease once the property is occupied.
An additional amount of Council Tax known as long-term empty premium will be charged on properties that have been empty (including uninhabitable ones) for two years or more.

The Legislation regarding the empty home premium has been in place since April 2013 but the premium has only been charged by the Council from 1 April 2016.
Long term empty properties will have a 50% premium added to the owner’s bill.
The Council may waive the empty premium temporarily if the property is actively being marketed for sale or let. You will need to provide supporting evidence.
